Sadly, that's already how America treats its convicts, which gets us nowhere fast, but on a downward spiral. Yes, the "little people" suffer while the rich, famous, and/or powerful get all of the easy breaks. That's just how this society is designed to work. Why are you bringing up drug using celebrities if that does not directly affect your situation? That really sounds like a case of "crabs in a barrel".
